The telltale sign of brown papered-up windows indicated that something was astir. The old The Orchard Room Dumpling Bar at 120 Orchard Street is getting a new tenant – Cowboy Tom’s. There’s a new two-level bar on the way according to the listing broker Aryeh Vilinsky of BH Realty Group. A lease was signed in late July to occupy the 2,200 square feet of ground floor space, with another 1,400 square feet downstairs.
